The Town is currently accepting applications for the following boards:

  4. Basalt Public Arts Commission (BPAC)

  6. Financial Advisory Committee (to apply, see item F below.)

Additional Information on each of the Town Boards is provided below.

A. Planning & Zoning (P&Z) Commission Overview:  The P&Z is responsible for providing recommendations to the Town Council on all Town planning-related issues including  development projects, the Town’s zoning and subdivision codes, annexations and more. The P&Z is also charged with the preparation and adoption of the Basalt Master Plan. The comprehensive 2007 Basalt Master Plan is on the Town’s webpage along with several other plans which have been adopted by the P&Z as part of the Town’s Master Plan. In recent years the P&Z adopted the Our Town Subarea Plan: An amendment to the 2007 Town of Basalt Master Plan which incorporates the findings of the Our Town Planning effort through that time, and includes the work of the Downtown Area Advisory Committee (DAAC). Other special plans adopted by the P&Z include the River Stewardship Master Plan, the Two Rivers Greenway Plan, the Parks, Open Space and Trails Master Plan, and the El Jebel Sub-Area Plan.

The P&Z is currently working on the zoning for the four Our Town Planning Area parcels. See The P&Z will also concentrate on updating the 2007 Basalt Master Plan.

The P&Z typically meets the 1st and 3rd Tuesdays of the month from around 6 to 9 pm. The P&Z has 7 members, and the Council may appoint 1 or 2 alternates. The P&Z also meets when needed with the Town Council on master plan or land use projects.

Eligibility – must have been a Basalt resident for past 6 months (primary place of residency).

B. Parks, Open Space and Trails (POST) Overview: The POST Committee makes recommendations to the Basalt Town Council for the planning of parks, trails and open space. The POST Committee adopted a Master Plan in 2013 which can be found on the POST webpage. POST also created a sign program for the Town's parks which has been adopted by the Town Council. POST hired a consultant to prepare a Master Plan for Midland Park. Phase I of Midland Park, along with a significant portion of the park improvements adjacent to Old Pond Park, have been completed as part of the Our Town Planning effort.

At the present time a significant portion of POST's time is being spent on competing the plans for the River Park. Other projects include working on plans for Arbaney Park, Two River's Road, the River Recreation Plan, trail and sidewalk connections between the schools and the community, and other smaller projects.

Meetings - POST currently meets the 2nd and 4th Wednesdays at 4 p.m.

Eligibility - must live in Town

C. Basalt Affordable Community Housing (BACH) Overview: Since 2010 BACH has met with Town Staff, community leaders, and financial and state activists in the affordable housing realm in an effort to address how Basalt can best participate in creating and providing affordable community housing.

To date BACH has participated in the following:

- Habitat for Humanity - Town of Basalt partnership for the Homestead Drive home,
- EPS Study to update housing needs and housing inventory,
- Identify properties with the Urban Growth Boundary for affordable housing projects,
- Worked with Staff to develop Community Housing Credit Program, incorporated into the Code,
- Recommendations for incentives to build affordable housing, incorporated into the Code,
- Recommendations for affordable housing Code amendments and policies, bringing the Town's              requirements into alignment with Eagle County requirements,
- Created Livability Standards for incorporation into the Community Housing Guidelines, and
- Reviewed plans and provided recommendations to Council on projects such as Stott's Mill, Willits Block Seven building, and the Roaring Fork Apartments.

Meetings - BACH meets the 2nd and 4th Thursdays at 12:00 p.m. 

Eligibility - 7 members. 1 member should be a member of the Hispanic community; up to 2 members may be non-resident members as long as they work within the Town limits as part of the business/finance community or RE-1 School District.

D. Basalt Public Arts Commission (BPAC) Overview: The greatest qualification for being a member of the Basalt Public Art Commission (BPAC) is a love and commitment that arts and culture are vital to the civic life of Basalt, nourishing our community and world. Commission activities are largely advisory in nature, including research, presenting information, and planning new public arts events in Basalt. We have established the Commission from the ground up, educating ourselves along the way at the service of the Basalt Town Council. Meetings are once monthly on the first Thursdays of the month from 6 p.m. to 9 p.m. We are looking for both Basalt residents and nonresident community members. People with varied cultural backgrounds are encouraged to apply. The time commitment is 4 to 8 hours a month. Visit our website at for updated info.

Our current Commission includes art administrators, a grant writer, a creative writer, one public artist, and two architects. We are looking to balance the Commission to include members with experience making and/or administering public art or performing art events, installing art, engineering, budgeting, and funding our upcoming projects. Patrons and art collectors are welcome to share their knowledge and resources in making Basalt a dynamically creative destination.

El requisito principal para ser miembro de la Comisión de Artes Públicos de Basalt, o BPAC (por sus siglas en inglés), es el amor y la determinación de que las artes y la cultura son vitales en la vida cívica de Basalt, alimentando de esta manera a nuestra comunidad y al mundo. Las actividades de la comisión BPAC son asesorías la mayor parte, e incluyen: la investigación, el reporte de información, y la planificación de nuevos eventos de arte público en Basalt. Hemos establecido la comisión desde cero, educándonos paso a paso en servicio al ayuntamiento de Basalt. Las reuniones son mensuales, los primeros jueves de cada mes desde las 6 p.m. a las 9 p.m., y se llevan a cabo en inglés. Buscamos a miembros residentes de Basalt y residentes de afuera con conección a Basalt. En particular se busca gente de origen diverso para que se vuelvan miembros. La Comisión actualmente consiste en administradores de arte, un escritor de becas, un escritor creativo, una artista de arte público, y dos arquitectas. E. Basalt Green Team Overview:  The Basalt Green Team provides advice to the Town Council on matters related to sustainability and greenhouse gas reduction. Here are some of the tasks completed by the Green Team to date:

- Obtained grants to locate photovoltaic panels at the Basalt Middle School, pool and Public Works Shop
- Initiated the tasks which lead to building a micro-hydro project at the water filtration plant
- Developed Sustainability Building regulations for the Town
- Supported "dark skies" initiatives
- Developed bag ordinance (although it was defeated by the voters)

Currently the Green Team is completing a greenhouse gas inventory and exploring ways to reduce greenhouse gas emissions through retrofitting government buildings.

The Green Team typically meets once a month on the 2nd Monday at 4:00 pm at Town Hall.

Eligibility - the majority of the members should live in Town although out of Town members are accepted.


F. Financial Advisory Board Overview: The Financial Advisory Board is responsible for the review of policy matters dealing with Finance. This shall include but not limit review of the annual budget, annual audit, interim financial reports, acquisition of real property, major equipment purchases, capital projects and financially related policies.

The Board is made up of five (5) citizens. Appointments to the Board shall be for a term of two years. Citizen committee member interviews and appointments will be conducted by the Town Council. Criteria for Council appointment to consider includes:

  1. Extensive experience in finance/accounting, such as lead financial role in an organization for over five years, or hold a current Certified Public Accountant license;
  2. Currently live within Basalt. Additionally one of the five members may be a Basalt business owner who does not live in the Town;
  3. Community involvement in other Basalt committees or functions;
  4. Ability to demonstrate solid leadership background/experience.

The Board usually meets the second Wednesday of each month at 5:00 PM. Meetings are held at the Basalt Town Hall unless otherwise noticed.
